Film producers, game studios, podcasters, animation houses, influencer agencies and music companies all ask the same question when they look at Abu Dhabi: is twofour54 the right base, and what does the tax bill look like once the company is licensed? The zone is built for exactly these businesses, and it markets itself on 100% foreign ownership, no minimum capital and fast setup. What many founders miss is that a free zone licence and a 0% corporate tax rate are two different things.

This guide explains who twofour54 is for, the licence types and visa allowance as the zone describes them, the practical setup steps, and the corporate tax position for a typical creative company in 2026. For tax we rely on the Federal Decree-Law No. 47 of 2022, Cabinet Decision No. 100 of 2023 and Ministerial Decision No. 229 of 2025 as published by the Ministry of Finance. For the zone itself we rely on twofour54’s own business setup pages and the Creative Media Authority. We do not quote consultant prices. Where a figure changes by package or over time, we say to confirm it with twofour54 before you pay anything.

Quick Answer: What Is twofour54 and Do Its Companies Pay 0% Tax?

twofour54 is Abu Dhabi’s media and creative free zone, regulated by the Creative Media Authority. It licenses media, content, production, gaming and entertainment activities only. A twofour54 company is a free zone person for corporate tax, but it only gets the 0% rate on Qualifying Income if it meets every Qualifying Free Zone Person (QFZP) condition. Most creative service income is not on the qualifying activities list, so many twofour54 companies pay 9% on taxable income above AED 375,000.

Question Short answer
Where is it? Abu Dhabi, regulated by the Creative Media Authority
What can be licensed? Media, creative, content, gaming and entertainment activities
Can a foreign owner hold 100%? Yes, according to twofour54
Is there a minimum capital? twofour54 states no minimum capital
Do you need an FTA corporate tax registration? Yes, every free zone person must register
Is 0% corporate tax automatic? No. Only QFZP Qualifying Income can be taxed at 0%

Who twofour54 Suits

The zone is a community of media and creative businesses, not a general purpose free zone. It fits you if your main activity is one of these:

  • Film and TV: production, post-production, visual effects, animation and broadcasting.
  • Gaming and esports: game development, publishing, and esports teams or events.
  • Digital content: content creation, social media management, podcasting and video channels.
  • Music and audio: recording, production and sound design.
  • Creative services: agencies, design studios and branded content teams that work for media clients.

It does not suit you if your core activity is trading goods, logistics, financial services or general consulting. The zone licenses only media and creative activities. If you want a free zone for those activities, read our guides to ADGM for financial and professional services and ADPC at Khalifa Port for port-related business instead. Licence and Entity Types

twofour54 describes several ways to operate. The names and conditions below follow the zone’s published structure. Always confirm the current list on the zone’s business setup page, because the Creative Media Authority controls the activity list and can refuse an activity that does not fit.

Option Who it is for Key point to confirm
Free Zone LLC (FZ-LLC) Studios, agencies and production companies with staff Ownership, activities and premises
Branch A foreign or UAE company extending an existing business Parent company documents and legalisation
Sole Proprietor (Freelancer) Individual creators and consultants Licence period and visa entitlement
Start-Up Early-stage creative founders Eligibility and whether a physical office is needed

One licence can usually hold more than one activity, but the Creative Media Authority approves the exact wording. A mismatch between what you do and what the licence says is a common cause of delay, and it also matters later for tax, because the free zone licence activity is one of the facts the FTA looks at.

Visa Allowance: How the Number of Visas Is Decided

twofour54 does not give every company the same number of visas. The allowance is linked to the premises you take, so the office type and size drive how many residence visas you can request. As the zone describes it:

  • A shared or flexible desk comes with a small visa allowance.
  • A serviced office suits a small team, and larger premises allow more visas.
  • A freelancer licence includes one residence visa for the licence holder.

Visa applications run through the federal system with the usual medical test, Emirates ID and biometric steps. Quotas can often be reviewed after the first registration, but this is up to the zone, so ask twofour54 for the exact allowance in writing before you choose a premises package. If you plan to bring a family, remember that the sponsor needs a valid residence visa first and must meet the salary and housing conditions set by the authorities. If a visa application is refused along the way, Yalah Dubai explains why UAE visas are rejected and how to reapply.

Step-by-Step Setup

  1. Choose the activity first. Write down what the company will actually do, in plain words. This decides whether twofour54 can license you and how you will be taxed.
  2. Choose the entity type. FZ-LLC, branch, freelancer or start-up, based on team size and whether you already have a company.
  3. Prepare shareholder documents. Passport copies, proof of address, a short business plan and, for corporate shareholders, incorporation documents with the legalisation the zone requests.
  4. Apply through the zone. Submit the application and wait for activity approval and the licence conditions.
  5. Sign the premises or desk agreement. The package you choose sets your visa allowance.
  6. Pay the licence fees and receive the licence. Use the fee schedule that twofour54 gives you in writing, and keep it. Fees differ by package and can change.
  7. Apply for visas and Emirates ID. Medical test, biometrics and residence stamping follow.
  8. Register for corporate tax with the FTA. Do this as soon as the licence is issued. See our guide to free zone corporate tax registration on EmaraTax.
  9. Open a bank account and set up accounting. Free zone persons need proper books and, in most cases, audited financial statements if they want to claim QFZP status.

The Tax Position: Free Zone Does Not Mean 0%

This is the section that matters most to a creative business, and it is where we see the most wrong assumptions.

The basic rate

Under the UAE Corporate Tax Law (Federal Decree-Law No. 47 of 2022), taxable income up to AED 375,000 is taxed at 0% and taxable income above that is taxed at 9%. This applies to every business that is a taxable person, whether it is on the mainland or in a free zone. A twofour54 company that is not a QFZP is taxed this way, like any mainland company.

The QFZP regime

A free zone person can be taxed at 0% on Qualifying Income only if it is a Qualifying Free Zone Person. Under Cabinet Decision No. 100 of 2023, the company must, among other conditions:

  • Maintain adequate substance in the free zone.
  • Earn Qualifying Income.
  • Meet the de minimis test on non-qualifying revenue.
  • Keep audited financial statements.
  • Comply with the transfer pricing rules.
  • Not have elected to be taxed under the standard regime.

Income that does not qualify is taxed at 9%. Our full guide to the Qualifying Free Zone Person regime covers each condition.

The de minimis rule

Non-qualifying revenue must stay below the lower of 5% of total revenue or AED 5,000,000 in the tax period. If a company exceeds it, it loses QFZP status from the start of that tax period and for the following four tax periods, so it is taxed at the standard rates for five periods in total. This is the rule that catches growing creative companies by surprise, because one large client contract can push them over.

Why most creative income is a problem

Ministerial Decision No. 229 of 2025 sets out the Qualifying Activities and the Excluded Activities. It replaced Ministerial Decision No. 265 of 2023 and applies from 1 June 2023. The list covers activities such as manufacturing, processing, trading of qualifying commodities, holding shares for investment, fund management, wealth management, headquarter services, treasury and financing services to related parties, logistics services and a few others. Our guide to the qualifying activities under Ministerial Decision 229 lists them.

Notice what is missing: content production, advertising, animation, video editing, social media management, influencer work and game development are not on the list as such. In practice that means:

  • Fees from a mainland or foreign client for creative services are generally not Qualifying Income, unless the activity itself falls under a listed qualifying activity.
  • Fees from another free zone person can be Qualifying Income only for a qualifying activity, and not if the activity is an Excluded Activity.
  • Intellectual property income is treated narrowly. Only income from qualifying intellectual property, which the decree defines in limited terms, can qualify, and only in proportion to the qualifying expenditure.
  • Excluded Activities, including most transactions with natural persons, are always taxed at 9% and count toward the de minimis limit. See free zone excluded activities.

For a typical production company, agency or game studio, this usually means the QFZP route is hard to reach and the company should plan on the standard 0% and 9% structure. Each case depends on the contracts, who the customers are and which activity actually earns the income, so get a written tax review before you assume any other result.

What a typical case looks like

Business Typical customers Likely tax result
Video production house Mainland brands and agencies Standard rates: 0% to AED 375,000, 9% above
Game studio selling to the public Natural persons worldwide Excluded Activity risk, standard rates
Podcast and content company Advertisers and platforms Standard rates
Holding company for a media group Related parties Needs a separate review under the qualifying activity rules

This table is a guide to the questions to ask, not a ruling. The facts of your contracts decide.

Small Business Relief

Some small companies can elect Small Business Relief and be treated as having no taxable income, if their revenue is within the threshold set by the Ministry of Finance. The relief is time-limited and a QFZP cannot use it. Read our current note on the Small Business Relief rules and our update on when it ends before you rely on it in your planning.

Free Zone Licence Versus Operating in Mainland Abu Dhabi

A twofour54 licence lets you operate inside the zone. If you plan to serve clients across the mainland, check how the activity is allowed, because a free zone company may need a separate mainland licence or a permitted route to trade onshore. The rules differ by emirate and activity, and they change, so confirm the position with twofour54 and the Abu Dhabi licensing authority before signing client contracts. Our overview of mainland versus free zone tax explains the tax side of that choice, and the VAT and corporate tax outcomes can differ from the licence outcome.

Compliance After Setup

A licence is the start, not the finish. Every twofour54 company should plan for these from the first month:

  • Corporate tax registration and returns. Registration with the FTA is required, and the return is due within nine months of the end of the tax period.
  • VAT. Mandatory registration applies once taxable supplies pass the threshold set in the VAT law. Check whether your supplies are standard rated, zero rated or outside scope.
  • Accounting records. Keep invoices, contracts and bank records. Creative projects often have milestone billing, and the revenue recognition has to be consistent.
  • Audited accounts. Required if you are a QFZP, and many zones also require them for licence renewal. Confirm the zone’s rule.
  • Economic substance and physical presence. The zone’s rules on premises and staff apply. Read about free zone office reinstatement to see what happens when presence rules are missed.
  • Licence renewal. Renew on time to avoid penalties and visa problems.

Common Mistakes

  1. Assuming free zone means 0% tax. The 0% rate belongs to QFZP Qualifying Income only.
  2. Choosing the licence before the activity wording is checked. The approved activity wording must match what you really invoice for.
  3. Ignoring the de minimis rule. One large non-qualifying contract can end QFZP status for five tax periods.
  4. Buying too small a premises package. The visa allowance follows the premises, so a team that grows may need to move.
  5. Skipping corporate tax registration. Free zone persons must register even if the tax due is nil.
  6. Relying on a blog or consultant for fees. Fees are set by the zone, and you should get the current schedule from twofour54 in writing.

Frequently Asked Questions

What is twofour54?

It is Abu Dhabi’s media and creative free zone, regulated by the Creative Media Authority. It licenses media, content, production, gaming and entertainment businesses.

Can a foreigner own 100% of a twofour54 company?

Yes, according to twofour54’s published benefits. Confirm the ownership structure for your chosen entity type when you apply.

Is there a minimum capital requirement?

twofour54 states that there is no minimum capital requirement. Ask the zone whether your activity or entity type adds any other condition.

Can I run a trading or consulting business from twofour54?

No. The zone licenses media and creative activities only. General trading, logistics and financial services need a different zone or a mainland licence.

How many visas does a twofour54 company get?

It depends on the premises package. Shared desks come with a small allowance and larger offices allow more. A freelancer licence includes one visa. Get the exact number from twofour54 in writing.

Does a twofour54 company pay corporate tax?

Yes, unless it qualifies for a specific relief. A company that is not a QFZP pays 0% on taxable income up to AED 375,000 and 9% above that.

Can a twofour54 company be a Qualifying Free Zone Person?

It can, if it meets every QFZP condition. In practice, much creative service income is not on the Qualifying Activities list in Ministerial Decision 229 of 2025, so many creative companies will not qualify for 0% on most of their income.

What happens if my non-qualifying revenue is too high?

If non-qualifying revenue is above the lower of 5% of total revenue or AED 5,000,000, the company loses QFZP status from the start of that tax period and for the next four tax periods.

Do I have to register for corporate tax if I am in a free zone?

Yes. Every free zone person must register with the Federal Tax Authority, even if it expects to owe no tax.

Can I sell to mainland clients from a twofour54 licence?

That depends on the activity and the current rules, so confirm with twofour54 and the Abu Dhabi licensing authority before you sign contracts. The tax result and the licensing result are separate questions.
